JAL to apply for anti-trust immunity with US partner

"Japan Airlines (JAL) plans to apply for anti-trust immunity with an American airline after Japan and the USA successfully concluded open skies talks.

"JAL intends to apply for anti-trust immunity with a strategic US partner as soon as possible, so as to seize this opportunity to strengthen our network and bring added benefits to our valued customers," says the airline.

The two countries agreed on an open skies pact on 12 December, liberalising air travel between the two countries and allowing airlines to apply for anti-trust immunity transpacific routes.

JAL could apply for anti-trust immunity with fellow Oneworld airline American Airlines, or with SkyTeam carrier Delta Air Lines if it decides to switch alliances.

Delta and other SkyTeam members have offered struggling JAL a $1 billion financing package to persuade it to defect from Oneworld.

American and its partner TPG subsequently counter-offered with a $1.1 billion package." Articles

GECAS "pursuing legal remedies" against India's Paramount

"GE Capital Aviation Services (GECAS) is "pursuing all available legal remedies" against India's Paramount Airways for allegedly defaulting on the payment of lease charges. India's Directorate-General of Civil Aviation (DGCA) de-registered Paramount's three Embraer E-175s on 4 December after GECAS made its allegation. Paramount successfully appealed in the Delhi High Court, which ruled against the de-registration and allowed the carrier to operate the aircraft again. Avions de combat : le Brésil annoncera le vainqueur début 2010

"Trois avionneurs sont encore en lice pour l'obtention d'un contrat de 36 avions d'une valeur de plusieurs milliards de dollars : Dassault qui fait figure de favori avec son Rafale, Boeing et Saab.

Le Brésil n'annoncera que début 2010 le vainqueur du contrat portant sur la fourniture de 36 avions de combat d'une valeur de plusieurs milliards de dollars. "Le temps est court. L'armée de l'air n'a pas encore rendu son rapport, elle doit le rendre la semaine prochaine, nous n'aurons plus le temps. Je pense que cela (l'annonce) sera pour le début de l'année prochaine", a déclaré le ministre de la Défense brésilien, Nelson Jobim, cité par l'agence Folha de Sao Paulo."

EADS pleads for €5bn to complete A400M

"EADS has asked the seven partner nations behind the much delayed A400M military transport aircraft for a further €5bn ($7.36bn) to complete the project.

Should the countries agree, it would raise the project costs by about 25 per cent but would provide a lifeline to EADS. Officials are reviewing the request, according to German defence ministry officials. Senior negotiators will discuss the topic further on Friday in Seville, Spain, where the A400M is scheduled to make its much anticipated first flight.

The A400M deal, signed in 2003, was a fixed-price €20bn contract, making EADS’s Airbus subsidiary responsible for all overruns. EADS has already made provisions for €2.4bn of losses on the A400M and is burning through €140m of cash a month on the project.

But it is tied to the aircraft because cancelling would trigger €5.7bn of development funding repayments and damage its credibility. Still it will be a difficult deal to sell to the customer countries that between them have ordered 180 of the mid-sized military transporters. Defence budgets are under pressure due to the financial and economic crisis. An EADS spokesman declined to comment on the request."

Japanese ministers deny JAL loan guarantee reports

"Japanese Transport Minister Seiji Maehara rejected widespread reports that the government has decided to provide ¥700 billion ($7.74 billion) in credit guarantees to Japan Airlines. "We haven't decided how to fund state guarantees for JAL yet, let alone the size of such potential guarantees," he told reporters yesterday. JAL, which is attempting to enter into a government-backed restructuring, reportedly will be given a loan guarantee as part of an "extra budget" for the Japanese government's fiscal year ending March 31, according to multiple media reports from Tokyo (ATWOnline, Dec. 8). "I don't understand why [¥700 billion] was reported," Maehara said. Meanwhile, Dow Jones reported that Finance Minister Hirohisa Fujii, when asked at a press conference whether a JAL loan guarantee would be included in the extra budget expected to be finalized by next week, responded, "I haven't yet heard about it.""

Dassault dément avoir baissé le prix du Rafale au Brésil

"Citant des "bonnes sources", Libération indique que le constructeur aéronautique aurait accepté de réduire de 40% le prix de son avion de combat.

Dassault Aviation a finalement démenti en fin de matinée les informations de presse selon lesquelles le groupe aurait baissé le prix de son Rafale pour remporter la vente de 36 de ses avions de chasse à l'armée brésilienne.

Citant des "bonnes sources", Libération indique dans ses colonnes que le constructeur aéronautique aurait accepté de réduire de 40% le prix de son avion de combat tandis que Nicolas Sarkozy s'était engagé à faire baisser le prix du chasseur lors de sa visite au Brésil en septembre.

"Ces informations sont fausses", a fait savoir un porte-parole de Dassault Aviation. "Nous n'avons pas l'habitude de négocier sur la place publique".

Le constructeur aéronautique français Dassault est en compétition pour fournir 36 avions de chasse Rafale au Brésil.

Selon la presse brésilienne cité Llibération, le groupe français avait soumis à l'origine à l'armée de l'air brésilienne un prix de vente de 98 millions d'euros l'unité, soit beaucoup plus que les modèles F/A-18 Super Hornet de l'américain Boeing et du Gripen NG du suédois Saab, aussi en compétition pour remporter ce contrat.

Le gouvernement brésilien a exprimé sa préférence pour le Rafale en raison des transferts de technologie sans précédent concédés par la France - et confirmés par le président Nicolas Sarkozy à son homologue Luiz Inacio Lula da Silva - mais les négociations se poursuivent néanmoins avec les deux autres constructeurs. Un groupe d'experts de l'armée de l'air doit désormais finaliser son rapport technique sur les trois avions. 70% of JAL, ANA domestic routes in red

" More than 70 percent of domestic routes operated by Japan Airlines Corp. and All Nippon Airways Co. are losing money, according to transportation statistics.

The figure is based on whether the routes have a seat occupancy rate of 60 percent, which is regarded as the minimum level for profitability in the airline industry.

The airlines' statistics showed that 193, or 70.43 percent, of their 274 routes had occupancy rates below 60 percent from April to August this year.

Even among the 70 normally highly profitable routes to and from Haneda Airport in Tokyo, 50 had occupancy rates under 60 percent during the five-month period.

In the same period last year, 47.85 percent of the airlines' 274 routes were operating in the red.

The two airlines currently plan to scrap 34 money-losing routes. But since passenger numbers have plunged by about 4.3 million from the same period last year due to the recession and other reasons, more routes could be abolished.

The airlines cannot blame low seat occupancy rates for all of their woes. Some routes with high occupancy rates still struggled due to high operating costs, while other routes were in the black despite low occupancy rates.

Of the 151 routes operated by JAL's seven group airlines, including JAL Express Co., only 42 had occupancy rates exceeding 60 percent.

The JAL route between Haneda and Ishigaki Airport in Okinawa Prefecture had the highest occupancy rate, at 91.6 percent.

Of the 109 JAL routes below the break-even point, 31 were in the range between 40 percent and 50 percent, while five were less than 40 percent.

According to officials of the Ministry of Land, Infrastructure, Transport and Tourism, the two airlines have been using profits from Haneda Airport routes to offset deficits from routes to remote islands and those linking smaller airports.

But in the latest period, only 10 of JAL's 35 Haneda routes had occupancy rates above 60 percent.
JAL plans to scrap 29 routes by the end of fiscal 2011. Of them, 10 fill up less than half of the seats on average, including the Chubu-Hanamaki route, at 43.1 percent, and the Osaka-Matsumoto route, at 38.3 percent.
Of the remaining 19 routes, 10 have rates higher than 60 percent, but their operating costs are high.A task force of experts appointed by transport minister Seiji Maehara is working out a rehabilitation plan for the struggling airline. The panel could recommend that JAL scrap more routes.
ANA plans to end five routes, but could eliminate more. The airline is expected to post an operating loss in its midterm report.
Of the 123 routes operated by ANA's five group airlines, including Air Nippon Co., only 39 had occupancy rates above 60 percent in the April to August period.

They included the one between Kansai International and Hakodate, at 87 percent.

Of ANA's 84 unprofitable routes, 52 fell in the range between 50 and 60 percent; 20 were between 40 and 50 percent; and 12 did not reach 40 percent.(IHT/Asahi: October 24,2009)"

Japan Airlines, symbole du Japon de l'après-guerre, se bat pour sa survie

"Japan Airlines, en grande difficulté, a été placée sous oxygène par le gouvernement japonais, qui a annoncé, vendredi 30 octobre, la création d'un comité spécial chargé d'encadrer le processus de restructuration de la première compagnie aérienne japonaise.
JAL va être renflouée à hauteur de 550 milliards de yens (4 milliards d'euros) sous forme d'annulation de crédits et d'émissions de titres. Environ 9 000 postes vont être supprimés, et 45 lignes déficitaires seront fermées. Les retraites du personnel, qui contribuent à près de 25 % de son endettement, pourraient être revues à la baisse.
Ce plan, jugé particulièrement drastique, et qui fera l'objet d'une proposition de loi présentée au Parlement début 2010, est à la hauteur de l'enjeu pour le Japon. "Si les avions de JAL arrêtaient de voler, l'impact sur l'économie serait très important. Ce n'est pas une société comme les autres", explique le ministre des transports nippon, Seiji Maehara.
Si JAL se retrouve aujourd'hui sous la tutelle de l'Etat, c'est que la compagnie fait figure de symbole national. "Sa création, en 1951, a coïncidé avec la fin de l'occupation américaine", rappelait, le 19 septembre, le quotidien de centre gauche Asahi. Elle avait "suscité l'enthousiasme. C'était un signe d'indépendance nationale."
L'histoire de JAL se confond parfois avec celle du Japon de l'après-guerre. Du temps de la forte croissance, la compagnie véhiculait dans le monde entier l'image d'un Archipel conquérant.
Kazuki Sugiura rappelle, dans son étude "JAL est tombée du ciel", qu'au moment de la création de sa première liaison transpacifique - en 1954, vers San Francisco, sur Douglas DC-6B - des bouquets de fleurs décoraient la cabine. Les sièges étaient recouverts de brocart de Kyoto. Les hôtesses assuraient le service en kimono. Populaire, la compagnie a inspiré plusieurs séries télévisées à succès.
Sur le plan commercial, l'entreprise, entièrement privatisée en 1987, et dont la qualité du service ne se dément pas malgré les difficultés, a su se développer au point d'être aujourd'hui numéro un en Asie. Les difficultés financières ont commencé en 1992.
Plans de relance désastreux
La compagnie japonaise a enregistré ses premières pertes, conséquences de la crise au Japon et aux Etats-Unis. Par la suite, affectée par la crise asiatique, les attentats du 11 septembre 2001 à New York, ou encore la guerre en Irak, elle n'a jamais pu redresser durablement ses comptes. Au contraire, les trois plans de relance initiés depuis 2000 se sont révélés désastreux sur le plan interne, au niveau des services techniques notamment.
Ils ont également mis en évidence une certaine responsabilité de l'Etat dans ces difficultés. Comme sa rivale ANA, JAL a dû se plier aux diktats des autorités, qui l'ont obligée à s'acquitter de taxes d'aéroport élevées, et à assurer des liaisons nationales souvent peu fréquentées, et donc pas rentables.
L'arrivée à la tête du groupe de Haruka Nishimatsu, en 2006, a permis de restaurer la paix sociale. Ce PDG, profondément humain, a gagné la sympathie des employés en venant travailler en bus, en mangeant à la cantine et en renonçant à une partie de son salaire. Sur le plan industriel, il s'est engagé à améliorer la rentabilité en réduisant la taille des avions, et à supprimer les lignes déficitaires.
Pas assez, pas assez vite, d'autant que la crise des subprimes a fortement affecté le secteur aérien, et annihilé les efforts consentis. Confrontée à une dette estimée à 1 518 milliards de yens (11,25 milliards d'euros), l'entreprise va par ailleurs travailler avec l'Initiative de redressement des entreprises (ETIC), une entité mise en place en octobre par le gouvernement.
Dotée de 1 600 milliards de yens (11,86 milliards d'euros) de fonds, elle peut garantir les dettes et assurer leur renégociation avec les organismes prêteurs. Un plan qui pourrait être celui de la dernière chance pour le pavillon national. " Le monde

Japan Airlines annonce 9 000 suppressions d'emplois

" La compagnie aérienne japonaise en difficulté Japan Airlines a rédigé un nouveau projet de plan de sauvetage prévoyant de porter à 9 000 les suppressions d'emplois, une grosse remise de dettes et une augmentation de capital, a affirmé, mardi 13 octobre, l'agence de presse Kyodo. Toujours selon ce projet, le PDG, Haruka Nishimatsu, démissionnerait pour assumer la responsabilité des problèmes du groupe et serait remplacé par une personnalité extérieure à l'entreprise.
M. Nishimatsu avait présenté en septembre aux autorités japonaises une première version de son plan de sauvetage prévoyant notamment 6 800 suppressions d'emplois. Mais quelques jours plus tard, le nouveau gouvernement de centre gauche avait jugé ce plan insuffisant et exigé sa modification, tout en mettant en place une équipe d'experts chargée de superviser la compagnie aérienne." Kingfisher posts Q2 net loss of 4.19bn rupees

"India's Kingfisher Airlines has narrowed its losses in its second fiscal quarter due to its cost control measures. In the three months ending 30 September, the airline had a net loss of 4.19 billion rupees ($89 million) compared to a net loss of 4.83 billion rupees in the corresponding period a year before. In terms of expenses, aircraft lease costs remained virtually unchanged at 2.8 billion rupees but employee costs were 18% lower at 1.7 billion rupees and aircraft fuel costs were 44% lower at 4.6 billion rupees." Programme A400M : la renégociation du contrat suspendue aux décisions allemandes

"Ces dernières semaines, l'Allemagne semblait ne plus vouloir renégocier le contrat de l'avion militaire. Le ministre français de la Défense, Hervé Morin, va s'en expliquer avec son nouvel homologue, Karl-Theodor zu Guttenberg. Un nouveau moratoire n'est pas exclu.

China :State firms' hedging deals under lens

"State-owned firms looking to hedge their losses from rising crude oil prices will now be supervised more stringently. The State-owned Assets Supervision and Administration Commission (SASAC) has required companies under its control to scrutinize hedging deals more closely while signing financial derivatives contracts.

The move follows rising book losses from hedging contracts suffered by such State-owned firms as China Eastern Airlines and Air China, who have only recently begun to narrow down such losses-on-paper from former hedging deals. SASAC tightened the rules during a recent budget meeting convened by State-owned enterprises. "The futures trading volume should not exceed 90 percent of the spot volume. And, the percentage for those who are inexperienced in such trades or those who have reported significant losses previously will be no higher than 50," said Shen Ying, director-general of the SASAC Statistics Evaluation Bureau, during the meeting.

SASAC also clarified that it would defend the legal interests of hedging firms through negotiations with investment institutions in case there are misleading clauses in previously signed deals.

Luo Zhuping, board secretary with China Eastern, however said that he was not aware of any such moves, and that fuel hedging deals were very much in practice.

Last year, China Eastern posted a book loss of 6.4 billion yuan in fuel hedging bets, while Air China lost nearly 7.47 billion yuan.

The two carriers signed hedging contracts with international investment institutions last year, which are due for delivery between 2009 and 2011.

China Eastern said it has stopped signing new hedging contracts with foreign investment banks after SASAC's order. Currently, the Shanghai-based carrier has less than 35 percent of its total fuel demand covered under hedging deals, said an official who asked not to be named.

Huang Bin, board secretary with Air China, had said earlier that the airline had made adjustments to its contracts starting from the end of 2008 and clarified that it had not signed any new hedging contract ever since.

NYMEX crude oil for December 2009 delivery climbed to over $80 per barrel yesterday, the ninth consecutive day that it has increased, doubling from last December's record low of $40 per barrel.

The higher crude oil prices over the past months have helped the two domestic carriers to report net profits. China Eastern reported a 2.79-billion-yuan gain and Air China posted a 1.45-billion-yuan profit.

The Civil Aviation Administration of China (CAAC) said domestic carriers realized a profit of 8 billion yuan as of middle-September, its own data showed. CAAC has forecast that domestic carriers will handle a throughput of over 200 million passengers this year, and thanks to the recovered domestic economy, the aviation market will see robust growth this year."

Lufthansa's A380s

"Here's something to make you ponder. Lufthansa has its first A380 in Hamburg being fitted out. The airline plans to accept five into its fleet next year. In total it has 15 on order. Earlier this week, Panasonic and Lufthansa proudly announced that the airline's FlyNet service is coming back. But here's the rub. Of the airline's 95 long haul planes to be fitted with FlyNet, the A380s are not included. Imagine that, the flagship won't have the service. At least not until they have a refit. " IAG

TUI Cancels Part Of Order For 23 787s

"Europe’s largest tourism group, TUI Travel, yesterday canceled orders for 10 Boeing 787s. The aircraft were part of a larger order for 23 787s. According to the new agreement with Boeing, TUI will continue to have 13 aircraft on firm order while it now adds purchase rights for 13 additional 787s. The decision means Boeing now has lost orders for 83 787s as a result of development and production delays, as well as the economic downturn. Last month, Air Berlin indicated it is looking at canceling its order for 25 787s, but it has not made a firm decision yet. TUI did not specifically say why it canceled the 10 787s, saying only that the move “optimizes the flexibility around our long-haul capacity.” It expects to receive delivery of the first 787 aircraft in early 2012." Spain "very optimistic" on Airbus A400M

"Spain is "very optimistic" a deal will be reached to rescue Europe's largest defence project, the delayed Airbus (EAD.PA) A400M military transport plane, defence minister Carme Chacon said on Monday.

Seven European NATO nations have agreed to renegotiate their contract with Airbus parent EADS to try to prevent production delays and financial losses derailing the 20 billion euro ($29.3 billion) project.

They have called a meeting for mid-October in Germany. Asked how optimistic she was about the outcome of that meeting, Chacon said, "A lot. Spain is very optimistic about our capacity to agree and co-operate in our goal, which is a strong policy for the European defence industry." reuters

Airbus peine à normaliser la production de l'A380

"Le rythme de livraison du très gros porteur d'Airbus, toujours en proie à des problèmes de fabrication, devrait rester en deçà des objectifs cette année, ainsi qu'en 2010. D'autre part, un A380 de la compagnie Singapore Airlines a dû revenir à Paris avec un moteur en panne, une première dans l'histoire de l'appareil.

Cette année ne sera pas celle de la maturité pour l'A380. Entre les reports de commandes des compagnies aériennes et les retards de fabrication, le très gros porteur d'Airbus reste toujours en deçà de ses objectifs pourtant revus à la baisse à plusieurs reprises. Et, selon toute vraisemblance, les cadences de production resteront légèrement inférieures aux prévisions durant les deux prochaines années.

Ainsi cette année, l'objectif de livraisons, déjà ramené de 18 à 14 exemplaires en mai dernier, risque de ne pas être atteint. « En accord avec Singapore Airlines, nous avons repoussé la livraison du quatorzième appareil à janvier », indique un porte-parole d'Airbus. Gates Returns Tanker Selection Authority to Air Force

"Defense Secretary Robert M. Gates announced today that he has returned selection authority for the Air Force’s next aerial-refueling tanker to Air Force officials. The Air Force had awarded the contract for what’s known as the KC-X to a Northrop-Grumman/EADS/Airbus consortium, which prompted a protest from rival bidder Boeing. The General Accountability Office found irregularities in the awarding of the contract, and Gates re-opened the bidding process on July 9, 2008, appointing the undersecretary of defense for acquisition, technology and logistics as source-selection authority. Avions ravitailleurs : Le nouvel appel d’offres bientôt lancé

Le feuilleton du remplacement des avions ravitailleurs KC-135 de l’US Air Force continue. Ce marché avait été remporté en 2003 par Boeing avec son KC-767, dérivé du B-767. Seulement, le contrat avait été annulé après la découverte d’irrégularités et de conflits d’intérêts qui menèrent d’ailleurs deux responsables du constructeur aéronautique de Seattle en prison et le secrétaire à l’Air Force à démissionner. Cette affaire avait été mis au grand jour par le sénateur John McCain, l’ancien candidat du Parti républicain lors de la dernière élection présidentielle américaine.

En mars 2008, EADS et son associé, Northrop-Grumman, Northrop-Grumman, remportèrent le second appel d’offres avec le KC-45, c’est à dire l’A330 MRTT (Multi Role Tanker Transport). Seulement, Boeing contesta cette décision devant le Government Accountabilty Office (GAO), l’équivalent américain de la Cour des comptes françaises, qui lui donna gain de cause, en raison d’erreurs constatés dans la procédure d’attribution du marché. Il faut dire que l’enjeu est de taille puisque le montant de ce contrat, qui porte sur la commande de 179 avions, est évalué à 35 milliards de dollars.

La question du renouvellement de la flotte d’avions ravitailleurs de l’aviation américaine est prioritaire, voire cruciale. En effet, les KC-135 sont en service depuis plus de 40 ans et leur rôle n’est plus à démontrer, comme par exemple dans les opérations de projection de forces. Aussi, à l’occasion d’un discours prononcé devant l’Association de l’US Air Forcele secrétaire américain à la Défense, Robert Gates, a une nouvelle fois insisté, le 16 septembre, sur “l’importance de faire aboutir ce dossier vite et bien”.

“Nous nous sommes engagés à lancer un processus de sélection intègre et nous ne pouvons pas nous permettre le genre d’échecs, de discours corporatistes et de querelles d’entreprises qui ont freiné cet effort dans le passé” a-t-il affirmé. Après avoir été déchargé de la responsabilité de l’appel d’offres, ce sera de nouveau l’US Air Force qui aura à gérer le prochain, qui devrait être lancé “dans les prochaines semaines”, après que la publication, imminente, du projet de cahier des charges. La version définitive de ce dernier doit être prête d’ici à la fin de cette année. Si tout se passe bien, le choix du nouvel avion ravitailleur devrait être annoncée en 2010."

Le remplaçant de l'A320 pourrait attendre 2024

Engine technology key to Embraer's move to larger aircraft

"Engine technology and moves by Airbus and Boeing will be key to Embraer's decision over which type of narrowbody to develop in future.

The Brazilian aircraft-maker is studying whether to develop an aircraft larger than the Embraer 195.

At the Commercial Aviation Online Inside Air Finance conference at Asian Aerospace, Embraer Asia Pacific managing director Alex Glock said that no final decision has been made and that "entering into a larger market without understanding what Airbus and Boeing are doing would be suicidal".

He added that engine technology will be important to Embraer's decision and that it is looking at different technologies, including the geared turbofan.

Glock said that Embraer is looking at whether to re-enter the turboprop market. Last year, when oil prices were at a high, it was disclosed that Embraer was examining whether to develop a 90-seat turboprop.

Embraer's biggest competitor, Bombardier, has already launched the CSeries programme, a new 110/130-seat regional jet.

Trung Ngo, Bombardier vice-president Asia Pacific sales, was also speaking at the conference and says the 110/130-seat segment is "neglected by Airbus and Boeing and their product offering in this segment is not economical".

But he also said that Bombardier expects an aircraft maker to move in with a new product to compete against it in this sector." Charter

A380 ‘perfect’ for some Asia-Pacific low-fare airlines

"The Airbus A380 would be an ideal aircraft for some low-fare airlines in the Asia-Pacific region, believes Laurent Rouaud, senior vice-president, market and product strategy for Airbus.

“There’s no reason why low-fare airlines shouldn’t use it, especially in Asia, as it’s the ultimate low seat-mile cost aircraft,” Rouaud declared. He also noted that in terms of seats offered in the worldwide market, LFAs account for 21% of them. That percentage is expected to grow further.

Rouaud’s remarks came at the end of his assessment of the current airline market position, in which he commented, “We are past the bottom of the cycle, with the US Business Indicator showing a rise for the seventh consecutive month during July.” Shephard

Boeing compte livrer le 787 Dreamliner fin 2010

"L'avionneur annonce des essais fin 2009 pour une première livraison au dernier trimestre 2010, soit deux ans et demi de retard sur le calendrier initial. Il va passer une charge de 2,5 milliards de dollars sur ses comptes du troisième trimestre.

Boeing a annoncé jeudi un nouveau calendrier pour son 787 Dreamliner lequel, après des essais en vol fin 2009, commencera à être livré au dernier trimestre de 2010, a annoncé jeudi la firme de Chicago. Ce nouveau calendrier correspond à un retard de deux ans et demi par rapport au planning initial (mai 2008). Malgré tout, Boeing se dit confiant dans la profitabilité de ce programme.

Les sommes comptabilisées jusqu'ici pour les premiers trois essais en vol seront reclassifiées en frais de Recherche et Développement ; ce qui va se traduire par une charge avant impôts estimée à 2,5 milliards de dollars dans les comptes du troisième trimestre de l'exercice 2009.

Airbus delivers its 4000th A320 Family aircraft to TAM

"Airbus has delivered its 4000th A320 Family aircraft to Brazilian flag carrier TAM from its Final Assembly Line in Hamburg. The aircraft, an A319, was handed over to TAM in the presence of the President of the Board of TAM, Maria Claudia Oliveira Amaro as well as Airbus President and CEO, Tom Enders.

The aircraft is powered with IAE engines and configured in a comfortable single-class lay-out seating 144 passengers. On the A319's ferry flight from Hamburg to Brazil, TAM will transport goods for schools for handicapped children in the region. The equipment was donated by Aviation without Borders Germany (LOG) and facilitated by the Airbus Foundation.

Maria Claudia Oliveira Amaro, Chairman of the Board of Directors of TAM said: "TAM's acquisition of the 4000th A320 Family aircraft is another milestone in our partnership with Airbus. CSA Czech details job cuts

"CSA Czech Airlines detailed its workforce reduction plans, saying that 860 of its 4,600 employees will be let go and the cuts will affect all areas of the company. The carrier will lay off about 140 pilots (about 25%) and 240 flight attendants, the Mlada fronta DNES newspaper reported. The least affected group will be administrative employees, of whom 15% are to be dismissed." ATW

Air France KLM withdraws from Czech Airlines bidding

"Air France KLM withdrew from the tender process for privatization of CSA Czech Airlines, stating that in the current economic environment it believes "CSA might focus on developing and implementing a standalone recovery plan aimed at restoring its profitability."

The Czech government in April selected AF KLM and the Unimex/Travel Service consortium as the finalists to proceed to a second round of bidding for a 91.5% stake in CSA (ATWOnline, April 21). The Czech-Icelandic consortium is now the only remaining bidder and has until Sept. 15 to submit a binding offer. Mandelson fuels clash with US over Airbus aid

A long-running dispute between the European Union and the US government over state funding for large aircraft makers threatened to reignite yesterday after Lord Mandelson offered Airbus more than £300m of aid while attacking US "subsidies".

The business secretary pledged £340m of repayable launch aid to Airbus, owned by European conglomerate EADS, to help it develop the A350, a family of long-haul jets that will compete with Boeing's successful 777 aircraft and its new 787 Dreamliner.

Speaking at the Airbus plant in Filton, near Bristol, Lord Mandelson hailed the aerospace sector as "one of the UK economy's crown jewels" and said the government "investment" would safeguard thousands of British jobs.

The move comes at a sensitive moment in EU and US relations. The World Trade Organisation is due to make an interim ruling on US claims that soft loans to Airbus violate trade rules. A European countersuit could be concluded by the end of the year.

Lord Mandelson insisted that the UK government funding represented an investment and not a subsidy. "We know about subsidies," the minister said. "You only have to go to the United States to see the sort of subsidies that are provided to Boeing."... FT

Textron Defense Systems is awaiting the outcome of a United Nations meeting on the Certain Conventional Weapons (CCW) Treaty nextweek to assess potential market implications for its Sensor Fused Weapon (SFW).

The only area weapon in the US inventory that meets the Department of Defense's goal of delivering a submunition destruction rate of over 99%, the SFW was in combat use in the opening weeks of Operation "Iraqi Freedom" in 2003 when the US Air Force dropped around 100.

Carried by types including the Boeing B-1B and Lockheed Martin F-16, the 453kg (1,000lb)-class SFW deploys 10 submunitions, each of which contains four individual "skeet" warheads. These use a passive infrared array, an active laser sensor and a timeout feature to deliver a "dud rate" of below 1%. Each SFW can destroy multiple vehicles over an area greater than 121,000m² (1.3 million ft²) in one pass, its manufacturer says."

Britain To Loan Airbus $563 Million To Develop A350

India's July domestic traffic rises 14%

"Domestic passenger traffic in India has increased by 14% in July from a year before as the airline market showed some signs of recovery. India's airlines carried 3.6 million passengers in July, says the civil aviation ministry. This is up 500,000 passengers or 14% from a year before, according to ATI's records. Jet Airways and its subsidiary Jetlite were the market leaders with a combined 947,000 passengers (26.3%). Kingfisher Airlines slipped to second with 23%. AVIC's Xingfu Airlines launches operations

"Aviation Industry Corporation of China's (AVIC) new regional carrier Xingfu Airlines has launched operations and has a fleet of three Xian Aircraft MA60s.

The first flight was on 15 August and it was from its base in Xian to Yan'an city in Shaanxi province and the other route the carrier has launched services on is from Xian to Zhengzhou in Henan province, says an AVIC spokesman in Beijing.

AVIC, which is the country's main state-owned aircraft manufacturing conglomerate, owns 95% of the Xian-based airline which it launched as a means of showcasing its aircraft such as the 50-seat MA60 turboprop.

China stalls in efforts to recruit foreign managerial talent

"Aviation Industry Corporation of China's (AVIC) efforts to attract senior foreign talent appears to have come to naught.

A report in state-run China Daily says the six people AVIC has recruited, as a result of its senior recruitment drive, are all Chinese nationals.

These six will take VP level positions in the defence, aircraft, helicopter, international and capital divisions, it says.

Seven senior executive positions remain unfilled in divisions including engines, systems and technology, it adds.

AVIC announced in February it would seek to recruit managers from overseas in an effort to get international expertise and make the company more international.

But it says those that applied for the positions were mostly from China.

The new recruits include Li Jian, who becomes VP of the aircraft division and is a former vice-mayor of Shaoguang city, Guangdong province. He has been VP of Guangzhou Automobile Industry Group since 2002, it adds." Flight Global

Bombardier : prêt de 173 M$ du fédéral à SAS

"Exportation et développement Canada a offert un prêt remboursable à hauteur de 173 M$ afin d'aider Bombardier à achever et à livrer une commande passée par la société suédoise Scandinavian Airlines (SAS) pour l'achat d'un maximum de huit aéronefs Bombardier Q400 et CRJ900. L'information a été publiée ce matin sur le site Internet du ministère des Affaires étrangères et du Commerce international.

Le financement d'appui sera fourni par le biais du Compte du Canada à condition qu'EDC et SAS s'entendent sur les modalités de la vente, précise le ministère.

Bombardier a, de son côté, confirmé que cette aide du fédéral à SAS est liée à une commande du transporteur scandinave et trois de ses transporteurs affiliés datant de mars 2008 et portant sur 27 biréacteurs CRJ900 NextGen et biturbopropulseurs Q400 NextGen pour une valeur d'environ 883 millions $ US.

La valeur totale des huit aéronefs faisant l'objet du prêt remboursable annoncé par le gouvernement est de 232 millions $ US à 320 millions $ US, a précisé Bombardier, mercredi.

Ottawa justifie cette intervention par l’importance du secteur pour l’économie canadienne. «L'industrie aérospatiale contribue de façon marquée à l'économie canadienne en employant des dizaines de milliers de personnes d'un océan à l'autre, a affirmé le ministre du Commerce international, Stockwell Day. Unmanned aircraft take on increased importance

"The US military's expanded overseas use of unmanned aircraft highlights the increased importance of such aerial platforms to current and future military operations, senior Air Force officers said here July 23.

The Unmanned Aircraft Systems Flight Plan announced July 23 will serve as a template for how the Air Force will look in 2047 - the 100th anniversary of the US Air Force -- Gen. William M. Fraser III, the Air Force's vice chief of staff, told reporters at a Pentagon news conference.

"The future of our systems is really now," General Fraser said. "The Air Force today looks dramatically different than it did 35 years ago when I first came aboard on active duty."

The flight plan, he explained, lays out the Air Force's "vision for maximizing our efforts in unmanned aerial systems" today and in the future.

"We'll continue to push the UAS envelope," General Fraser said, adding that unmanned systems are unmanned in name only.

"While there may be no Airmen onboard the actual vehicle, there indeed are airmen involved in every step of the process," General Fraser said, including the pilots who operate the vehicles' remote controls and sensors and maintenance personnel.

Unmanned aircraft systems "represent an important addition to our comprehensive set of Air Force capabilities that actually define air power," General Fraser said.

Lt. Gen. David A. Deptula, the Air Force's deputy chief of staff for intelligence, surveillance and reconnaissance, told reporters that unmanned aircraft systems have proven effective during aerial strike missions against insurgents in Afghanistan and Pakistan, while also performing surveillance and intelligence-gathering missions.

KC-X specs should be released in September

"Details of what the Air Force wants from its next-generation aerial refueling tanker, the KC-X, should be released in September, Air Force Secretary Michael Donley told hundreds of airmen here for Air Mobility Command’s Rodeo competition.

If that date holds, the KC-X tanker could be chosen by mid-2010.

“We think we can make a source selection in the May/June time frame,” Donley said Wednesday.

Last year, the Pentagon awarded a $40 billion contract for 179 tankers to Northrop Grumman Corp. and then canceled the deal after competitor Boeing Co. protested. The Government Accountability Office concluded the Air Force had unfairly penalized Boeing’s smaller plane.

The day before Donley spoke, the head of Air Mobility Command was clear about his disappointment with the tanker program.

“I would be lying if I said I wasn’t frustrated,” Gen. Arthur Lichte told reporters at Rodeo. “I’d love to be able to say by the next mobility Rodeo [in 2011], we’ll have a new tanker. But, realistically that’s not going to happen.”

A new tanker at the 2013 Rodeo is possible, Lichte added.

Boeing warns on Dreamliner losses

Aviation Market Shows Sign of Stabilisation

"June passenger volume and cargo traffic at Hong Kong International Airport (HKIA) declined by 18.9% and 13.4% when compared to the same month in 2008, to 3.3 million and 270,000 tonnes, respectively. BA explores options for selling majority share in OpenSkies

"British Airways is gearing up to sell control of its OpenSkies premium transatlantic operation, although it intends to retain a degree of interest in the carrier.

The carrier has recruited a London-based investment bank, Reynolds Partners, to explore options for the airline.

OpenSkies operates all-business Boeing 757-200s from Amsterdam and Paris to New York, but the collapse of the premium market has already forced BA to hold back on expanding the airline.

BA is confining itself to saying that it is "reviewing all aspects" of its activities, given the economic environment and the financial pressure on the carrier.

But a spokeswoman for BA points out: "OpenSkies is a small part of our business and its losses are not significant compared with losses in other parts of the company."

Reynolds Partners declines to comment on the issue.

But the bank has recently appointed former BA head of joint ventures and investments Tim Hammond to lead a newly-created transport division, and Flightglobal sister publication Air Transport Intelligence understands that he will take charge of the OpenSkies assignment.

A source familiar with the situation confirms that BA is to task the bank with assessing options for OpenSkies and, although the carrier is not setting a timescale, it expects to have an initial idea of possible paths within "a couple of months".

"The issue is really that BA does not want to put investment in to make this work, but wants to remain involved," says the source, indicating that sale of a majority shareholding appears to be the preferred outcome.

Despite the depressed economy, the source adds, there are already "several potential interested investors" in the carrier and a view that the OpenSkies business, in principle, is "potentially very good".

BA has already committed to grounding and selling its 11 remaining mainline 757-200s rather than use them to reinforce the OpenSkies fleet. Eight will be parked this winter and the other three in summer 2010.

When BA pushed through the creation of OpenSkies last year - risking a revolt by mainline pilots in the process - it set a target of profitability within three years.

But the premium travel sector has been badly hit by the economic crisis. BA chairman Martin Broughton even warned shareholders this week that the market for premium travel "may never fully recover".

OpenSkies' management has remained upbeat about the carrier's performance and prospects. The carrier, which began services in June last year, subsequently took over the similar French carrier L'Avion. It has a fleet of four 757-200s, operating under a single brand."

Shanghai Airlines takes delivery of its first Airbus aircraft

EADS remporte le marché saoudien de sécurité des frontières

"EADS n'a pas de projet de cession de sa participation au capital de Dassault Aviation, a déclaré le directeur de la stratégie et du marketing du groupe européen de défense et d'aérospatiale dans un entretien publié dans l'édition de lundi de La Tribune.

"Il n'y a aucune raison que la substitution de Dassault à Alcatel au sein de l'actionnariat de Thales change la nature de notre participation dans Dassault Aviation", a expliqué Marwan Lahoud au quotidien économique.

"Ce sont deux sujets séparés. Il n'y a pas de projet de cession de nos 46 % dans Dassault. Ni totale, ni partielle", a-t-il ajouté." La suite.

Air India to get government bail-out

"The Indian government has agreed to bail out national carrier Air India, which posted an $800 million loss for the year ended 31 March and appealed to the state to save it from going under.

The amount that will be disbursed has not been confirmed and will depend on how the state-owned airline plans to restructure its business to stem future losses, says a spokeswoman for Indian civil aviation minister Praful Patel. Air India has said that it wants $820 million in the form of equity and soft loans from the government." Next.

Airbus Completes First Chinese-Built A320 Delivery

"Airbus delivered the first A320 aircraft assembled at its Final Assembly Line China (FALC) in Tianjin on Wednesday. At a grand ceremony, the aircraft was handed over by Airbus President and CEO, Tom Enders, to the Chairman of Dragon Aviation Leasing, Li Hai. The aircraft will be leased to and operated by Sichuan Airlines.

Tianjin Party Secretary Zhang Gaoli, Mayor of Tianjin, Huang Xingguo, as well as German State Secretary (Federal Ministry of Economics and Technology) Hartmut Schauerte and the President of Sichuan Airlines, Lan Xinguo were present at the ceremony attended by more than 1000 guests.

"The highly reliable and efficient Airbus aircraft are very valuable assets of aircraft leasing companies. As a China-based company, Dragon Aviation Leasing is proud to take delivery of the first Airbus aircraft assembled in China," said Li Hai, Chairman of Dragon Aviation Leasing.

"Sichuan Airlines was the first Chinese airline to introduce the A320 Family aircraft in China in 1995. Today, we are proud to become the operator of the first A320 assembled in China. We believe that the Airbus aircraft further enhances our profitability and competitiveness with low operational costs and high reliability," said Lan Xinguo, President of Sichuan Airlines.

"Our Final Assembly Line here in Tianjin and this first aircraft delivery outside Europe mark an important milestone in our strategic long-term partnership with China and the Chinese industry," said Tom Enders, Airbus President and CEO. European airports launch carbon neutral scheme

"Three major European hubs - Paris, Frankfurt and Amsterdam - are among the first to sign up to a unique carbon neutrality club.

Airport Carbon Accreditation, a voluntary programme masterminded by ACI Europe, is designed to gauge and recognise efforts by airports to shrink their carbon footprint.

More than 30 airports have applied to join the programme, devised by consultancy WSP Environmental, which comprises four levels of accreditation leading to carbon neutral operations.

The programme will be administered independently by WSP Environmental and overseen by an advisory board including the European Commission, European Civil Aviation Conference and Eurocontrol. "
